AEGEE's greatest asset is its unique structure. The association recognizes only two levels: the local and the European level. This is one of the most important features of AEGEE. Most of the other contemporary organizations (including European ones) are still opera-ting at the national level. AEGEE, on the contrary, wants to show that integration and co-operation can be efficient without this national level. This chapter offers general information about the structure of AEGEE. Most of the regulations are given in the AEGEE-Europe Statutes or Working Formats (regulations for AGORA and Presidents' Meeting). These are regularly published as "Corpus Iuridicum AEGEEnse" (CIA).

Comite Directeur: The Comité Directeur (CD) consists of a maximum of nine members (comprising at least four nationalities). This European board of directors is the executive body of the association and it represents the association in public, provides the AEGEE locals with the necessary information, and co-ordinates the functioning of the whole network. The Comité Directeur is the executive body of AEGEE-Europe. It directs and represents the association and co-ordinates its work. It runs its daily business and manages the internal and external affairs of AEGEE-Europe. The Comité Directeur consists of up to 9 members from the AEGEE locals elected by the AGORA for a period of one year. Four nationalities have to be represented and only three persons are allowed to be of the same nationality.

  • The President is responsible for carrying out the decisions of the CD and for good functioning of the association. He or she represents the association to the outside and in all legal affairs.
  • The Vice-Presidents are appointed by the President and assist the President in his or her different tasks. The first Vice-President is elected within the CD and will take over if the President is not capable to finish his or her tasks.
  • The secretary-general is responsible for internal communication. He also prepares reports on all AEGEE-Europe meetings and CD meetings. He is also responsible for the head office.
  • The Treasurer is together with the President, responsible for the financial position of the association.
  • The other CD members are responsible for fulfilling the tasks they were elected for by the AGORA (e.g. Network, European Institutions, Public Relations, Fund-raising, Projects, Internal Education, Information Technology etc.)
All CD members have to present a moral report at the end of their term of office.

Comissions: Members elected by the AGORA compose the commissions. Their aim is to supervise the accomplishment of the rules, which direct the functioning of AEGEE.

  • The Audit Commission must check the accounting of AEGEE-Europe, AEGEE locals and AEGEE-Europe events, and present their fin-dings to each AGORA and, on request, to the Presidents' Meeting.
  • The Juridical Commission must verify the conformity of the Statutes of each AEGEE local with the model defined by AEGEE-Europe, verify signatures of the Convention d'Adhésion, integrate and depose the modifications of the Statutes adopted by the AGORA. In addition it presents a report during the AGORA.
  • The Network Commission is responsible for the contact with the Network. They work in co-operation with the Comité Directeur to improve the network. The Network Commission tries to improve the communication between locals and the Comité Directeur.
  • The Members' Commission is responsible for making decisions in all cases, which may lead, to the expulsion of an ordinary member (AEGEE local or working group).

Working Groups: The Working Groups (WGs) take care of specific subjects that are of importance for the European level of AEGEE; they organize meetings, congresses and support locals with similar events. In fact the WGs represent AEGEE's main means to conduct continuous and competent work with influences going beyond the local or national point of view. Working Groups can organize conferences, or represent AEGEE-Europe in European activities. Consequently, Working Groups have to be recognized by the AGORA and report regularly about their actions.

Presidents' Meeting: The aim of the PM is to decide on the practical means to ease the internal organization of the network. The PM has the following tasks:

  • The PM provides an information and co-ordination opportunity for all antennae and the CD.
  • AEGEE locals, the CD, the commissions, and the Working Groups are able to ex-press their opinions, to discuss, and exchange experience at the PM.
  • The PM discusses ways of establishing the general policies of AE-GEE-Europe to which the AGORA has given the general direction.
  • It assists in the preparation of the AGORA, allowing ideas to be debated from a practical point of view before the AGORA decides.
The AGORA ratifies the decisions of the PM by simple majority. The board members of AEGEE locals, the Comité Directeur and the representatives of the commissions and Working Groups are supposed to participate at the PM.

Antennae: The local level is composed of "antennae" and "contact antennae" which form the backbone of our organization. The antennae and contact antennae together are called AEGEE "locals", e.g. AEGEE-Praha, AEGEE-Utrecht, AEGEE-München etc. They realize activities with a European theme. Next to the "antennae" and "contact antennae" we have "contacts" they are interested in joining in the future, but they are not an official part of AEGEE

Agora: Two AGORA's are held each year, one in spring and one in autumn. The CD sets the agenda of the AGORA. All proposals for the AGORA and candidates to the CD should be communicated in advance to the secretary-general of AEGEE-Europe. Then the CD sets the agenda and sends it to the AEGEE locals, together with the names of the candidates for the CD and the commissions and with other information. The members of the AGORA are:

  • members of the CD of AEGEE-Europe;
  • representatives of the recognized AEGEE antennae, contact antennae and contacts;
  • representatives of the commissions and the Working Groups of AEGEE-Europe.
All members have the right to speak and to present proposals. The elected delegates of the AEGEE antennae have the right to vote. The number of votes of each antenna depends directly on the membership fees paid to AEGEE-Europe. Any member of an AEGEE local has the right to act as an observer with a maximum of 2 per local. Observers have neither voting nor speaking rights.

AEGEE locals: The AEGEE locals (antennae and contact antennae) are the backbones of the association. They realize activities with a European theme. They are free to choose what kind of activities and on which theme they want to organize, as long as they are reflecting the aims of AEGEE. This independence aims to encourage the creativity and provide bigger dynamism. However, in order to increase co-ordination and to achieve more and better results, the Year plan has been introduced. Made together by the Comité Directeur and the AEGEE locals, it reflects the priorities AEGEE will focus on within the year.
